I can't access the User Guide
If you can’t access the User Guide, it’s likely because of a cookies issue on your web browser. You simply need to clear cookies for Atlassian.net in order to restore access to the user guide

Steps
Within Chrome click the 3-dot menu in the top right corner of your web browser
In the dropdown menu: select Settings
From the left side menu: select Privacy and security
From the Privacy and security panel in the middle of the page: select Cookies and other site data
You arrive on the Cookies page
Scroll down until you can click See all site data and permissions in the middle section
This brings up a list of the websites you access
Search for or scroll down until you see Atlassian.net
Press the Bin icon next to it
This will clear the cache and allow you to access the user guide as normal
