Steps
Go to the Create Goal page
Click Create in the top menu
Click Show More Options at the bottom of the list
This causes the list to expand to the side
Select Goal from the expanded list
This takes you to the Create Goal page
On the Create Goal page
There are multiple tabs on this page that allow you to create the specific type of goal or sub goal you require
