You can prevent colleagues (i.e. Project Reporters) from changing a story’s privacy level whilst still allowing Project Managers and Organisation Admins to change it a story’s privacy when they need to.

Go to the Project Preferences page of the project that the stories are created within
Scroll down to the Prevent project reporters from changing a story’s privacy section
Tick that box
Scroll to the bottom and press Save
