You can create as many Outcomes and Trackers as you need to
Alternatively, rather than creating new goals and sub goals, you can browse existing goals from

Click Create in the top menu
Click Show More Options at the bottom of the list
This causes the list to expand to the side
Select Goals Outcomes & Progress Trackers from the expanded list
This takes you to the Create Goals & Trackers Metric page
Select the Outcome tab
Complete the form:
Stage in the strategy:
Change in capacity (Short-term) - select this for outcomes related to changes in how people Think
Change in behaviour (Medium-term) - select this for outcomes related to changes in people’s Behaviour, e.g. habits or actions they do
Change in quality (Long-term) - select this for outcomes related to changes in what people have or experience

Add Goals
use the search box to look for existing indicators, i.e. Achievement Trackers, Multiple Choice Trackers and Numerical Trackers
alternatively, press the Create new goaltracker button positioned below the search box to create one or more new Achievement Trackers, Multiple Choice Trackers and/or Numerical Trackers
Open the Advanced section
Add cover image: skip this unless you want to display an image for the Outcome when it appears on the Explore Goals Metrics page
Assign to projects: this lets you search for projects you have Editorial Control over. You can add the Outcome (and its associated Progress Trackers) directly to one or more projects using this field
Hide from other organisations: Tick this box unless you would like your Outcomes to be available for other organisations to use on their projects as well
Super Outcome: leave this section blank
Owner: set the owner as the organisation you work for rather than “Me”
Editorial Control: this determines who has permission to edit the outcomes.
Press Save Changes
You will be directed back to your Library however you will arrive on your Personal Library which shows your Outcomes and Progress Trackers that you own personally
To access your Organisation Library, select the Organisation Library radio button and select the name of your organisation
You arrive in the Organisation Library which is where you can see the Outcomes and Progress Trackers that are owned by your organisation
