When redacted access is on, in order to add an existing or new user to a project, you must be a Project Manager of that project.
A user who is an Organisation Admin but not a Project Manager of a particular project, will not be able to add a user to that project
This is to ensure the integrity of Redacted Access such that only users with permission to view the contacts within a project may permit other users to view those same contacts.
In case you are unable to add a user to a project from manage coworkers page, then you can ask them to sign up using https://makerble.com/user-sign-up . After they have successfully signed in, you can add them to the project from the Edit Project page Add users to a project.
